A few people, it seems assumed this was some weird ARG. But they couldn't make sense out of it and gave up. If it was an ARG then his book posts would have occurred on response with post from Jings on May 3. But it's not like that so the author of this twitter account is more likely just messing around randomly.

The binary code was merely there to get some desperate attention. After Jason sued some of the old devs he tried at one point to "revive" VN itself and later on he kind of tried to rebrand slightly with his gray voxel BS and trying to act "mysteriously".
In the meantime he had written that book and tried multiple times to promote it. If you go back even earlier, you should find some links to it.
In the end posting binary code is one thing, but all the other crazy posts are another...
Like out of nowhere he posts some free tibet posts (on a "company" Twitter account):
Or the first time Jason got hold of the Twitter account he randomly started talking about CTRL+ALT+DEL without any context.
Maybe he's trying to do some role play, but it's just contextless babble (of an insane person).
Our how about when he suddenly started going off with how everyone is a bully and calling John Su (an awesome artist) a bully because he created a "dwarf" of some sort and creating fictional small people is apparently bullying etc...
Or if you get a response like Plzbanme got. No wonder, nobody wanted to keep working for such a crazy person, who seems to have no idea on how to run a (gaming) business...
Just go through all the tweets, random retweets and you'll see how a person like this must have some mental issues...

allegedly, someone 'stole' VN's sourcecode or assets or something off a preview build, and was holding it as ransom for some unspecified reason, and this jason archinaco guy has one or more lawsuits pending against the former devs who were all gag-ordered.
forums were taken down and the website's all but offline, and the twitter account is slightly crazy at sporatic intervals
