IT'S A NON-ESSENTIAL FEATURE IN THE GAME. JUST A NON-ESSENTIAL RESOURCE SINK FOR THOSE WHO FEELS LIKE IT.
Well, it would be an upgrade that is flat out 6% better than "normal" upgrades.
No problem with this, when it is limited by skill requirement.
But it might very well be seen as a problem, when the limitation is luck (especially, when the upgrade is expensive).
