doesn't this basically make unvaccinated people not allowed to immigrate, so if they do anyways they are illegal immigrants?
concern about people entering the country with illnesses is reasonable, but I get why this is bad:
people from poor countries are less likely to get sponsored vaccines.
they could demand to do blood-tests instead, but they have no interest in letting random poor people in. because Singapore doesn't need low-skill workers; they get those from Malaysia.

during the legal immigration process of bring my wife from India to USA, she needed to go to hospital and run though some blood tests and take a bunch of different vaccines otherwise immigration wouldn't let her application to move forward in the process.
My parents came over in the seventies and they also had to prove that they had their vaccinations and take a few more so their immigration could get approved.
