How can gear be balanced?

So I just had a little idea and thought I'd share it with you guys. It would be neat to have a way of including random loot drops with no level requirements, loot rarities and a variety of stats attached to gear as well as being able to balance gear so that people are still challenged even if they have a super rare piece of gear with a bunch of stats on it. My thinking is that rarity doesn't equal to power but to specialisation, for example say white signifies a common piece of gear, a weapon in this case; it has all the base stats such as damage, range, accuracy etc. but no modifiers or extra stats. Then, a purple weapon drops of the same type. Now the base stats of this purple weapon will be different, sure, maybe the stats are randomised but they won't be drastically higher as such. The difference comes in the bonuses stats of course. Instead of having simple bonuses that create overpowered weapons like "70% increased damage" or "50% increased fire rate", they could be more unique and tailored to specific play styles and even have trade offs with other stats, for example "20% increased AoE/ -17% RoF" or "35% increased movement whilst aiming when [ability name] is active" even something like "Poison ammunition whilst 100 meters away from enemies" which would incline a player to play at range.

So basically, rarity would indicate specialised gear, not necessarily more powerful gear. A super rare drop could potentially have so many trade offs that a bare minimum of people would ever want to use that specific item and I like that, I think it leads to unique character builds, excitement when you receive rare gear and also a balanced experience with horizontal progression. Also, without level requirements attached to them anyone could find rare gear but only a skilled player would be able to utilise it. Another aspect is builds, a new build could be based entirely around a specific piece of gear or a player may have a build in mind and will have to search for and craft the gear they need. This is a loose idea I know but maybe there's some substance behind it.
