I suppose it's another layer of balancing to prevent players from creating the perfect soldier. This way you'd have to decide whether to be average at resisting all damage types or tailor your setup to a particular resistance.
There may even be zones which favour a particular damage type which...
Is this the kind of thing that the community could help with? I'm sure there must be a number of backend developers in these forums that would be eager to contribute, even if it was throw-away code just for the mockup.
What I mean is: If you were to disable closed frame and I were to enable closed frame would I see your frame as open or closed? I'm guessing I'd see your open frame and you'd see my closed frame. Just curious if this feature is local or shared.

Indeed. They usually aggregate data from different sources to show the user something useful that the game doesn't provide out of the box. However, there were also mods to improve 'looking for group', and 'resource maps' derived from lots of players' scan hammer results.
